Notice to Bidders

Notice is hereby given that the Wilson Education Center will receive proposals for Salem Community Schools until September 11, 2026, at 2:00 p.m. (Local Time) on the following items:

8205-26 Salem Community Construction Management Services

Salem Community Schools is seeking proposals from qualified Construction Management (CM) firms to provide professional Pre-Construction and Construction Management Services for the comprehensive renovation and adaptive reuse of an existing facility.

Please register as a vendor at Bids and Tenders - WESC to receive a copy of this bid.  Proposals shall be properly and completely executed as indicated in the instructions to bidder.  All offers must comply with applicable laws and requirements outlined in the RFP.  Offerors must also be able to meet all requirements found in applicable public purchasing (e. g. Ind. Code § 5-22) and public contract statutes.

The facility will be renovated to serve educational and instructional needs, housing a General Construction Pathway alongside an Advanced Manufacturing Pathway (including equipment placement, overhead electrical drops, full air conditioning, dust/fume extraction, complete restroom renovation, and full integration of classroom desks, layout-appropriate student workstations, and heavy-duty industrial workbenches). 

Key Objective: Safely execute a full interior clear-out of athletic equipment and existing floor coverings, transforming the space into a fully operational, heavy-power industrial learning lab.

Detailed Scope of Work

A. Selective Demolition & Site Clear-Out

  • Demolition & Clear-Out: Remove existing athletic gear, wall padding, floor coverings, non-structural partitions, and temporary fixtures to clear the space.

B. Flooring Rehabilitation & Substrate Work

  • Surface Preparation: Clean, repair, and prepare the concrete slab as required to address surface defects and existing coatings.
  • Floor Finish & Markings: Apply a heavy-duty industrial floor system and designated safety line striping throughout the facility.

C. Electrical & Power Distribution

  • Electrical Upgrades & Drops: Provide power distribution upgrades, overhead connections, and safety shut-offs to support program equipment.

D. HVAC, Climate Control & Environmental Controls

  • Mechanical & Exhaust Systems: Provide climate control improvements along with appropriate dust and fume collection systems.

E. Restroom Rehabilitation (ADA Compliance)

  • Restroom Upgrades: Renovate existing restrooms to meet current ADA and commercial standards.

F. Architectural, Interior Modifications & Instructional Furniture

  • Observation Windows: Install interior viewing windows between the classroom and lab areas to maintain clear line-of-sight visibility.
  • Classroom & Lab Workstations: Coordinate spatial layout, assembly, anchoring, and utility alignment for all classroom desks, instructional furniture, and heavy-duty shop workbenches (including integrated bench power, task lighting, and vise attachments where specified).

 

Scope of Construction Management Services

Phase I: Pre-Construction Phase

  • Constructability & Site Inspection: Perform initial site evaluations to assess existing conditions and coordinate logistics for space preparation.
  • Cost Estimating: Provide detailed cost estimates throughout key design milestones.
  • Trade Bidding: Prepare and structure project scopes for competitive trade bidding.

Phase II: Construction & Oversight Phase

  • On-Site Supervision: Provide ongoing management and oversight of all interior modifications, utility installations, and facility improvements.
  • Quality & Safety Controls: Enforce applicable safety standards, environmental protocols, and quality assurance guidelines across all active work zones.
  • Subcontractor Coordination: Manage overall trade scheduling to ensure efficient work sequences and timely deliveries.

Phase III: Closeout & Commissioning Phase

  • System Testing & Verification: Coordinate testing, balancing, and operational checks for newly installed mechanical, electrical, and specialty systems.
  • Punch List & Facility Handover: Complete final corrective items and facilitate smooth project closeout for occupancy.

Project Milestones

RFP Published--August 25, 2026

Mandatory Site Visit--Tuesday, September 1, 2026 @ 10:00 a.m.

Deadline for questions--September 3, 2026 @ 4:00 p.m.

RFP Proposal Deadline---September 11, 2026 @ 2:00 p.m.

Contract Award/NTP--September 16, 2026

Clear-Out & Floor Prep Phase--As early as October 1, 2026

MEP & Interior Buildout--November 2026-June 2027

Substantial Completion--July 15, 2027

Final Handover--August 1, 2027

Salem Community Schools reserves the right to accept or reject all bids and to waive any informality therein.   Salem Community Schools reserves the right to hold proposals, including any alternates, for up to 60 days from the date of the opening.  Salem Community Schools reserves in its sole discretion the right to cancel the solicitation, reject any, and all proposals in whole or part, delay the opening, ask for new proposals, is not obligated to accept the lowest or any other proposal, and may waive any irregularities, discrepancies, omissions, variances, or informalities in the request for proposal procedure.
