Notice to Bidders

Notice is hereby given that the Governing Board of the Wilson Education Center will receive proposals for participating school corporations, municipalities, libraries, governmental entities and higher education entities serviced by the Indiana Approved Educational Shopping Cooperative (IAESC Procurement), Wilson Education Center/IAESC Procurement Food Services, GovPro and Associate Members until November 21, 2025, at 2:00 p.m. (Local Time) on the following items:

#25.17 Copiers and Document Services

WESC is seeking proposals from suppliers to provide copiers, printers, scanners, and document related services such as scanning and document retention for potential projects for schools, government entities, or non-profits. The selected supplier will be responsible for delivering products and services in accordance with all applicable laws, regulations, codes, and standards. All proposals should include types of services being offered through the contract. 

This RFP and master agreement award process is a solutions-based solicitation; meaning that Wilson Education Service Center is seeking equipment, products, or services that meet the general requirements of the scope of this RFP and are commonly desired or are required by law or industry standards.
 

REQUESTED EQUIPMENT, PRODUCTS, OR SERVICES


The proposals should provide a wide array of equipment, products, or services at prices lower than and with a better value than what would ordinarily be offered to government entities, school districts, or non-profits.


WESC is seeking proposals for Copiers, Printers, and Multi-Function Devices with Related Supplies, Accessories, and Services including, but not limited to:
 

a. Copiers, printers, scanners, and multi-function devices for the purpose of print, specialty print, duplication, reproduction, or imaging of documents or material across a broad range of output formats, qualities, and sizes, and in a variety of device capabilities, such as mobile, desktop, and production units, and black and white or color format.

b. The proposals may include hardware, software, and accessories, to the extent that they are complementary and directly related to the solutions described above; services related to the solutions described in above, including managed print services (MPS), access or security controls, networking, installation, monitoring or testing, maintenance or repair, and warranty programs. This solicitation should NOT be construed to include MPS-only or service-only solutions.

c. Storage, Scanning, Software Retention

If the proposer is including the equipment, products, and services of its sub-contractors, the proposer must also identify all included sub-contractors in its proposal. WESC encourages suppliers to offer the broadest possible selection of equipment, products, and services being proposed.

Any projects that are utilizing federal monies would be subject to the Davis-Bacon Act.

Please register as a vendor at Bids and Tenders - WESC to receive a copy of this bid.  Proposals shall be properly and completely executed as indicated in the instructions to bidder.  All offers must comply with applicable laws and requirements outlined in the RFP.  Offerors must also be able to meet all requirements found in applicable public purchasing (e. g. Ind. Code § 5-22) and public contract statutes.  
 
The Governing Board reserves the right to accept or reject all bids and to waive any informality therein.   The Governing Board reserves the right to hold proposals, including any alternates, for up to 60 days from the date of the opening.  The Governing Board reserves in its sole discretion the right to cancel the solicitation, reject any, and all proposals in whole or part, delay the opening, ask for new proposals, is not obligated to accept the lowest or any other proposal, and may waive any irregularities, discrepancies, omissions, variances, or informalities in the request for proposal procedure.
