WILSON EDUCATION CENTER
Notice is hereby given that the Governing Board of the Wilson Education Center will receive proposals for participating school corporations, municipalities, libraries, governmental entities and higher education entities serviced by the Indiana Approved Educational Shopping Cooperative (IAESC Procurement), GovPro and Associate Members until April 17, 2026 at 2:00 PM EDT (Local Time) on the following items:
This RFP is issued in accordance with applicable Indiana Code governing public purchasing by political subdivisions, including but not limited to IC 5-22 (Public Purchasing) and related Indiana State Board of Accounts (SBOA) guidance. WESC is soliciting sealed proposals from qualified vendors for the supply and delivery of aggregates including asphalt, gravel, concrete, sand, and winter salt. These materials will be used for maintenance, repair, construction, and winter weather operations across facilities and properties managed by the participating entities. This bid proposal also includes pavement milling, pavement resurfacing, striping, full depth pavement restoration, concrete gutters, precast concrete structures, concrete curb, asphalt curb, adjustment of manhole frames and covers, and site restoration. The intent of this RFP is to establish one or more contracts with responsible vendors capable of providing high-quality materials at competitive pricing with reliable delivery services. A pre-bid conference will not be held, but when a bid is being submitted for a specific project, it may be mandatory to meet with the individual unit requesting the quote. A bid bond of at least 5% of the bid must accompany any quote given for any projects upon bids are submitted for a specific entity. The bidding company must also provide insurance documentation upon request from the unit requesting the bid. These specifications are intended as minimum requirements. However, it is recognized that each manufacturer has special features that make their equipment unique. Therefore, all bids will be considered, but every bidder must state, in detail, where his product fails to meet these specifications. Unless otherwise stated, these specifications are not intentionally written to favor any one Manufacturer, and are only for the purpose of indicating generally the type of work required of said bid items. It is the intention of the entity requesting the bid to purchase quality products and not necessarily the products with the lowest initial cost. There are no guaranteed quantity or dollar amounts to be purchased against this bid.
